The alleys between and behind the streets in this area belong to the overall landlord and freeholder of the entire area. The headleases for each property will probably set out the landlord's obligations for looking after its own property (between the houses/maisonettes), but the obligations will probably be very limited. Nevertheless, they will be partly if not wholly liable for any legal nuisance caused by disrepair in those areas. Your position may be different if you have elected to buy the freehold of your own property.

More importantly, though, the freeholder might just want to be kept abreast of these things by local residents. They are a large national company and will not be aware of such details unless we residents notify them. You can do this either directly or (more likely) through the management company to whom leaseholders pay rent and buildings insurance.

If householders are to blame, then the freeholder, as owner of the land, and being able to enforce covenants in those householders' leases, should probably be the one to take enforcement action against them.
